Enhanced retry mechanism and timeout handling to reduce resource tainting
due to network issues:

- Increased max retry backoff from 10s to 60s for better network recovery
- Enhanced jitter coefficient from 10% to 25% to prevent retry storms
- Added network-specific error detection with generous 120s max backoff
- Increased cluster creation timeout from 30 mins to 45 mins
- Updated timeout documentation to reflect actual defaults

This significantly improves reliability in unstable network environments
and reduces the likelihood of resources being marked as tainted due to
transient network failures.
